The current version of hdf5 in Spack is based on `CMake`.
The `h5cc` is based on `pkgconfig`. 
The `showconfig` simply dumps the `libhdf5.settings` file. 
Get the properties of the library and tools from the `hdf5-config.cmake` file.
Use those properties in your code.
